To use Dreamlibrary you have to be able to connect to Sega of Japan, own the Dreamlibrary disc, and pay for the games you download. Unfortunately, the games only stay in memory until you turn your dreamcast off. So you can't really play anything long (requiring saving)without having to pay to download it again several times.
If you saw my other post (below this one) you should know to give this site a look for info on a free Genesis emulator that is headed your way in (hopefully) the not too distant future.
